Use tags to docs for spec references

Lots of links are using not specific links that can break.

Update links to use correct format so they are permalinks

I also don't like using commit hashes, tags give use the same (a perma link) and you know when the reference was last time updated which could be helpful in certain cases + the URL reference is a bit shorter
