Upload `arm64` binaries for releases

Issue summary

Currently, we only upload amd64 binaries, like in 0.13.0

Users can still use Docker, which has amd64 support, so it's not a huge deal.

An optimal solution would be to use artefacts inside the docker images and upload them to GitHub; let's not run another Forest compilation. It'd be great to use the same approach for amd64 artefacts as well.
