Discv5 not able to find any peers with relevant fork_id

In merge-interop, discv5 received 60_000 unique ENRs and found exactly 0 relevant peers. However, Nimbus tool with a single findNode request to the same bootnode finds 5-10 peers. Something is wrong that needs further debugging.
