After merging https://github.com/ChainSafe/bls-keystore/pull/6.

Extract the functionality used in https://github.com/ChainSafe/lodestar/pull/1110/files/c25b0165ac81f2fbcdef5cc6f383af82b052742d#diff-0f27f9fb8dc6f56bc2af257db4c0c97d into its own bls-walletstore NPM package

Ideally we pull this out into a bls-walletstore library https://github.com/ChainSafe/lodestar/pull/1110#discussion_r451215065
