Draco model doesn't render

Same model as https://github.com/AnalyticalGraphicsInc/cesium/issues/7495 but now a different problem. The model loads with the fix in https://github.com/AnalyticalGraphicsInc/cesium/pull/7537 but doesn't show up on screen. It should look like:

As of 1.97, I can reproduce this issue with the new Model implementation.
