Alpha clipping not enabled on CesiumUnlitTilesetMaterial for HDRP pipeline

This breaks polygon clipping.

It works with tilesets that use CesiumDefaultTilesetMaterial, and it works in the built-in and URP render pipelines. But unlit tilesets in HDRP can't clip.
