[Feature] Dynamically baked static physics colliders based on visual mesh

This PR implements dynamic baking of static physics colliders based on the visual mesh of the currently loaded tiles.

This PR is developed extending upon https://github.com/CesiumGS/cesium-o3de/pull/45 and https://github.com/CesiumGS/cesium-o3de/pull/50 and has been tested with them, should however also work independently of them.

Edit: It should be noted, that the collider baking implemented here is executed in the main thread. This may introduce visible lag when loading very large tiles
