Support placing vegetations on terrain and tileset

Investigate how vegetation works for the existing terrain gem and provide similar support for 3D Tiles.

I know this would have huge implications, but have you considered integrating Cesium directly into the O3DE Terrain system? Cf. https://www.youtube.com/watch?v=K5jM8R4HP0E
