[ENG-1859] Make nodeless preprints show up on moderation dashboard
Purpose
Preprint submitted for moderation should have a visible review action when it was submitted, even when it is based on a draft node.
Changes
- minor query change and add to tests
QA Notes
No migrations.
Should follow expected behavior listed on the ticket with preprint review actions based on draft nodes being visible.
Documentation
Bug fix, no docs.
