[idea] add a Vagrantfile

While there is a great and long Readme file for developers environment setup, it takes time. Some developers (and potential you contributors from the community) might have difficulty installing the environment, especially on slow old machines or in presence of institutional limits on using docker, root permissions etc. I suggest to build a recommended Vagrantfile, see a draft at https://github.com/MontrealSergiy/osf-vagrant That will allow developer without strong dev-ops skills jump immediatly to what they do best: developing.
