Contributors in registrations should not be frozen

When creating a registration and trying to update it, the contributors are frozen and unmodifiable. This prevents contributors to the project from being added. Additionally, updates for the preregistration can only come from administrators at the time the preregistration was submitted. Administrators on projects may change hands depending on certain situations, so this makes updating an existing preregistration impossible.
