Please turn libvirt CI testing back on

Please turn libvirt node testing on for per PR CI or at least run it before cutting a release. Linchpin-1.10.0 has broken libvirt in multiple ways and that would not happen if the libvirt CI testing was not disabled. I know it used to be in place
