Add Han Xin Code

This might be either pointless or impossible, based on how things are handled, but there is a 2-d bar Chinese bar standard (https://github.com/benjamin-shi/AIMHanXinCode.Net) that might or might not be popular in China. Should be closed if anyone can confirm that it is not used at all or impossible to add.

Edit: The only discernible advantage that I know about this barcode standard is that it is optimized to encode Chinese characters alongside ASCII and numeric data. Previous name was Chinese Sensible.
