1.2.4.9 doesn't run+stuck

1.2.4.9 doesn't run on my Win11 PC, version 1.2.3.1 does, however.

But with this I cannot complete this step ares-install --device LGTV ./com.domain.app_0.0.1_all.ipk I get: ares-install ERR! [Tips]: The specified path does not exist <com.domain.app_0.0.1_all.ipk>

I have no knowledge of how these things work and would love some assistance
