[Rails] Overwrite vanilla's rails to be 3D by default and possibly for other mods

Feature you want: It would be cool to not have to convert vanilla rails to your rails, but rather have yours be default (including ones in abandonned mineshafts). If possible adding support for other mods like Steve's carts, Signals, etc. would also be nice.
