Fix dropped and repeated audio samples for 1001-based standards

I tried this version with HD1080i 59.94 and NTSC configuration. After short time test, issue #1319 is not appear any more. (I think #1319 is also related with this fix) Let me have a long time test. Thahk you so much~~

Hi all, anything that hinders this pull request to be merged? It stops me from using it for a project. The client says, that he wants to use 2.0.7 until this is merged. So it would be very much appreciated...

I have some concerns that I drafted but never finished writing a while back, so it is waiting on me to finish reviewing it then someone having the time to revisit/fix those issues

I don't think this is the way to resolve this. I also have some code in a drawer somewhere for this. Will see if I can find it.
