Lock and slowmode commands

Lock command should be able to lock:

• Individual channel
• Whole guild We'll have to think about we're going to handle roles and denying them. We'd need to make a backup of the permissions to restore after unlocking.

Slow mode command allows server admins to set a slow-mode that's not available in Discord like 1s or some other arbitrary time.
