eu-all target fails

eu-all target fails on executing several tasks, for example FlexEurostatColumns(subsection=education, units=ratio, table_name=TGS00109)

Serially executing the tasks works fine (related to #294).

Now it gives OperationalError: (psycopg2.OperationalError) FATAL: sorry, too many clients already
