One year time spans should not appear as a range

A minor thing: on the new DO UI, the one year time spans very often appear as a range, difficulting readability. They should appear as a year unless they're real yearly ranges.

This applies to one-year estimates of census data. The reason to put a year range is to show that the data is gathered with phone interviews during that date range. But yes, I agree that the 2015-2015 ranges a re a bit confusing, we'll look at improving that when we get the chance.
