city marker labels appear north east of cities

hi @andy-esch @skgsergio took a look at this today and what he discovered is that there is a marker offset that is pretty aggressive.

we are currently in the process of the basemap handoff with infrastructure so when we have all of that completed, i will take a look into this more closely.
