upload_formats shold be a list

veyepar.cfg supports: upload-formats=mp4 webm which gets split() into a list: self.options.upload_formats = self.options.upload_formats.split()

the ini format doesn't support lists: "always storing them internally as strings" https://docs.python.org/3/library/configparser.html#supported-datatypes

so to get rid of the split() we would need to use a format that supports lists. yaml would be my choice.
