Describe the bug AI doesn't activate ability of Unstable Amulet even if it has a lot of energy counters

To Reproduce Steps to reproduce the behavior:

  1. AI has Unstable Amulet on the battlefield
  2. AI has 3+ energy counters
  3. AI doesn't activate ability of Unstable Amulet

Expected behavior AI should activate ability of Unstable Amulet

Desktop OS: Windows 10 Java Version: 1.8.0_202-b08 Forge Version: 1.6.64-SNAPSHOT-08.10
