AI doesn't use second ability of Guide of Souls

Describe the bug AI doesn't pay energy counters for ability of Guide of Souls to put two +1/+1 counters and a flying counter on its own attacking creature.

To Reproduce Steps to reproduce the behavior:

  1. AI has 3+ energy counters, Guide of Souls and other creatures on the battlefield
  2. AI attacks with some creatures
  3. Ability of Guide of Souls triggers
  4. AI doesn't pay energy counters for ability of Guide of Souls

Expected behavior AI should pay energy counters for ability of Guide of Souls to put two +1/+1 counters and a flying counter on its own attacking creature

Desktop OS: Windows 10 Java Version: 1.8.0_202-b08 Forge Version: 1.6.64-SNAPSHOT-08.04
