Describe the bug AI attacks with a single Signal Pest when its other creatures are tapped

To Reproduce Steps to reproduce the behavior:

  1. AI has Signal Pest on the battlefield without summoning sickness
  2. AI also has tapped creatures
  3. AI attacks with a single Signal Pest

Expected behavior AI shouldn't attack with a single Signal Pest if his power is zero

Additional context Similar problem with #3996

Desktop OS: Windows 10 Java Version: 1.8.0_202-b08 Forge Version: 1.6.60-SNAPSHOT-02.09

general problem i think, AI thinks it has a benefit with attacking, it just doesn't know it should attack with more
