Describe the bug AI casts Persist on Orcish Bowmasters, and they die immediately

To Reproduce Steps to reproduce the behavior:

  1. AI casts Orcish Bowmasters
  2. Orcish Bowmasters die
  3. AI casts Persist on Orcish Bowmasters

Expected behavior AI shouldn't cast Persist on Orcish Bowmasters except when the opponent has 1 or so hp.

Additional context Is it possible to create a script or rule for a deck that has Persist and, say, Unmarked Grave?
