Breaking Wave and Sands of Time update

Right now these are scripted with two effects UntapAll --then--> TapAll (using a remembered) so it isn't really "simultaneous" right? Might be an issue now with TapAll and UntapAll triggers?

I think this needs to be kept as it is a rules issue, though probably not a very pressing one
