BOT: Jetfire and related improvements

number of quality of life areas related to this Jetfire card:

• ManaEffect - StackDesc now details player to add mana (for targeting, etc)
• ~~Cost - now abilities like Raputin, the Oneiromancer won't add unneeded {0} there is no mana cost but there is XCantBe0~~
• CostRemoveCounter/RemoveAnyCounter - use <X1+ to generate "one or more" parsing instead of standard "X"/"any number of"
• HumanCostDecision - delineate lblRemoveNTargetCounterFromCardPayCostConfirm into CONFIRM and SELECT as appropriate
