Always show in duty; Uniform bar fill; Fix cooldown text on >1 scale

• Add option to always show in duty
• Add uniform width bar option - every bar has the same scale, meaning that if you have a 60s CD every bar will be scaled to 60s, even if that skill cooldown is lower. This help with quickly judging whether you can fit another invocation in the bigger CD skill window
• Fix cooldown text visual issue on >1 UI scale - cooldown seconds overlapped with right side border if you crank up the scale
