Their is an FAA Airworthiness Directive, AD 61-136 which describes the process. It USED to be basically impossible for someone without manufacturing facilities, but... As you know, microcontrollers, middleware and programs like X-Plane that have certifiable software changed the game. Now it's just a matter of $ and innovation!
