Allow pac_onuse_only to save preferred players to view outfits

Right now pac_onuse_only doesn't save state when you use it. It does not persist state throughout server joins and only during the session. It would be nice if pac_onuse_only would be able to persist whitelisted players to have them automatically be viewed.
