Can't mute footsteps

I have been trying to mute footsteps on my pacs for months, and every time it never works. I use either the legacy entity, or player config, and it doesnt work with either of them, and I can still hear footsteps.

Are you sure its not an addon on the server making its own footstep sounds?

the guy is right for my I can hear foot steps too it is annoying if you making something that is flying above ground
