cant get rid of this one tf2 effect from my outfit

it's the rotating birthday cake one. you can find it just by looking up birthday in the effects list i removed it but its still there help, i do not want birthday cakes surrounding my skeleton (there's also this weird beam)

I believe there are quite a few TF2 effects that do a similar thing, seemingly with an unlimited lifetime regardless of the rate set. They don't seem to remove when the effect part is despawned. Unsure if the part's functionality is to blame or the effect itself. If a preventative measure is put in place to delete said effects once the part removed, ideally make sure it doesn't instantly stop rendering any existing effects if hidden by an event.
