fix: failures activating action dependent flows

Purpose

There have been issues with flows failing to be activated with warnings suggesting that the actions that they're dependent on are not active.

This problem did not exist prior to switching to ExecuteMultipleRequests for updating process statuses.

Approach

Reverts back to individual UpdateRequests. This should be more performant now that we check the statuses of processes before making a request to activate or deactivate them.
