Use Github Releases for changelogs

[Brendonovich]

• Create draft release w/ autogenerated release notes in 'draft' step of publish workflow
• Pull GH releases in getChangelogPosts and append mdx file changelogs to them
• Store yaml frontmatter inside an HTML comment (<!— -->) at the top of the changelog notes
