Allow viewers to vote to give awards to HG players

Add a feature to allow spectators to vote at the end of each day to give a reward to the players in the game. Rewards can be things like weapons or medicine, or things like being revived.

Also give ability to randomly give all spectators the ability to vote kill/revive/wound a player at any point during the game.

Due to #102 #103 and #104 this could be considered Tier 0 and the "free" tier.

Instead of using the economy system, this tier would randomly give players limited options to choose from, or vote on as a group.
