More tuning for terminal customizers

Continuation of #2584

[ ] pass path to VM from the IDE in case it is in unusual place. Currently user may edit starter and change location.
[ ] pass proper starter script for the perlbrew. We are currently using one for bash but there are for csh and fish

I use tcsh as my day-to-day shell, the default root shell on FreeBSD derived from csh.
