octave kernel dies win 8

installed with pip install as suggested metakernel-0.20.14; octave_kernel-0.28.3; and the environment variable OCTAVE_KERNEL_JSON set at the path to the json file of octave_kernel. Octave version 4.2.2.; windows version: 8 x-64

few seconds after selecting octave in jupyer there is the message "kernel died"; looking at the messages in the miniconda console there is one "permission denied" (followed by the path to the octave_kernel.json) at the line 43 of kernel.py

Hi @ecastellon, can you please try again with the latest octave_kernel and see if it is still an issue?
