Add compatibility with IPyKernel 7.0

We will most likely have to make some changes to accommodate ipykernel 7.0, which removes tornado ioloop in favor of AnyIO. For now, we can make a release that sets an upper bound.

Jupyter is now using ipykernel 7.3, any thought given to this since last March?

The latest ipykernel release on pypi is 6.29.5.
