Update voter journey page as follows:

• [ ] Remove banner to allow more room for information
• [ ] Provide link to voter info page
• [ ] Provide a checkbox so they can skip this page in future visits
• [ ] If registration deadline is past or they have already registered, user would land on "Mail in ballot“

The design idea should be Carbon compliant.
