Add Instructional Video for Voter Journey

I am a more visual learner, and seeing a video or visual implementation of instructions would help me with the voting process. I am a first time voter and I would like to see how the voting process works to help me understand.

Create an instructional video with voice over to clearly show the voter journey and appeal to all ages, backgrounds, and experiences.

Tasks

Add an instructional video to the voter journey tab/page

Acceptance Criteria

Standards we believe this issue must reach to be considered complete and ready for a pull request. E.g precisely all the user should be able to do with this update, performance requirements, security requirements, etc as appropriate.
