Voting page might seem broken if elections dropdown is empty

Describe the bug The Select an election dropdown is empty on the voting journey -> voting page. The user might think the page is broken or unresponsive.

  1. If there are no elections or the API does not return a value, tell the user there are no upcoming elections.
  2. If the API fails, the user should be told to try again or maybe open an issue with someone
