Speed should be exponential rather than fixed value

I want the speed of scroll increase according to the speed of my scroll wheel. if I scroll slowly the acceleration should be slower and vice versa for when I scroll fast. this is separate than the Dash feature we already have.

indeed, currently the smooth scrolling output does not correlate positively with the user's scroll wheel speed; this will be improved in future versions.
