scroll bounce back

Scrolling sometimes produces bounce-backs. If you scroll in one direction, suddenly, the scroll direction is suddenly reversed.

Just scroll a lengthy document in multiple scroll steps in one direv

I have this same issue on 3.4.1 (and in past versions). Also on MacOS Ventura 13.2.1.

Not all mice are affected! I switched from an LMP Easy mouse https://lmp-adapter.com/product/lmp-easy-mouse-usb/ to a Satechi C1 mouse "https://satechi.net/products/c1-usb-c-wired-mouse/Z2lkOi8vc2hvcGlmeS9Qcm9kdWN0VmFyaWFudC8zOTQyMDQ1NTA1OTU0NA==?queryID=9ca791655f7b80e71bef9b2efe4bc33d"

With this mouse everything is smooth!
