I think all three of these are likely to be fixes in parfive rather than sunpy fwiw
The ones under "acquiring data" are probably always going to have to keep using Fido? other than that, we should try and cut out as many as we can.
Don't we already have noaa sample data files? Even if not they are pretty stable. The fact the goes one is named `skip_` implies it's ripe for a sample data'ing?
Ideally a client which cant service a query would not return true for `is_datasource_for` Failing that an empty table is the correct return.
We should probably get Fido to drop tables which are empty while it's constructing the UnifiedResponse object.
If you don't beat me to it i will take a pass at it next week.

Fido already supports `Level` so if VSO provides it we will work with it.
Thought, it might be nice to have a `copy()` method on maps which will return a properly copied map.
