APIHeaderSection_MakeHeader is not available

Hello. Thank you all for your efforts in this project.

It seems that APIHeaderSection_MakeHeader, that allows to define the header content when writing a step file is not available yet. What do I need to do to make this class available? Is there some guidelines?
