When re-installling primary server, if an existing remote exists warnings are generated

Describe the bug If you perform a clean install of a primary data collector, and remote data collectors are in place and active, errors start to appear in the primary poller and a empty data collector is automatically collected.

To Reproduce Steps to reproduce the behavior:

1. Install Cacti
2. Install a Remote Data Collector
3. Allow the system to run, move some devices to Remote Data Collector
4. Wipe out Cacti, and re-initialize the database on the primary server
5. Watch the cacti.log for errors

Expected behavior The Remote Data Collectors should detect a re-install and suspend data collection or any database activity on the main Data Collector.
