Choose Net-SNMP Device if SNMP is enabled on Localhost for the Default Device

Since we are more mapping the network automatically for devices, we should also be adding the ability to create interface graphs from the default created device. At the moment, you have to go back to the appropriate device template, create the association, sync the template to the devices, and then go create the graph.

We should check for SNMP, and use the Net-SNMP Device Template in my opinion. If we take that SNMP option, and place those as preset's under Console > Settings > Device Defaults and optionally as the first SNMP Option item, then we can use this SNMP information to check the localhost for Net-SNMP access and if it succeeds, then use that Device Template instead.
