Allow plugin install/uninstall/enable/disable actions to return output

It would be good if there was output given to show an overview of what was done by the plugin for both setup Install/Uninstall and Enable/Disable. That output should allow for suppression though since the system will automatically disable a plugin if it detects a problem.

Something was done using the syslog plugins, but it's not the most elegant thing. It was trying to use a wizard approach.
