Additional Lances: Spread out enemy lances

Additional Lance enemy lances always cluster around specific targets on different contract types. Upgrade the AL system so they will spawn randomly against a list of targets with also an option for a ANYWHERE placement.

This situation was slightly addressed in v1.0.0 by spreading the spawn range out a bit more from the target (in this case the opposing force). More work needs to be done though.
