3.11E - The disc could not be read

I've tried a bunch of DVD-R, 4x write speed, 3x write speed (doesn't go down to one), dvd movies work, it just says the disc could not be read.. tried using IMGBurn, CDBurnerXP. DVD FW 3.11E, console SCPH-77004. The ISO was downloaded from this GitHub, the All Slims one.

Same problem, tried enabling the diagnosis but nothing works, it boots straight into browser and system configuration screen
